Merrill's romance cutscene doesn’t queue until after her Questioning Beliefs quest. The Flirt option indicates that she is available, but she will be considered queued so long as any Flirt option was taken beforehand, not necessarily this one. Note that Merrill is always last in the queue, so Anders must be outright dumped before she will visit.

Unlike other residents, Justice is a good guy, unlike Desire demons and contact me the like, he stands for…..well, Justice. Somewhere between the end of Awakening and the beginning of DA2, Justice and Anders merged and became one. Now Anders uses Justice’s powers to help other but finds it hard to control him at times.

Across BioWare’s catalog, there probably isn’t a character with more emotional range than Merrill, the Dalish blood mage. When Hawke first meets her, she seems young and innocent, but it becomes clear she’s viewed in contempt by her elven clan.
